Development Charges effective September 1, 2016

Municipalities can recover some service costs from new development, as permitted by provincial legislation.

In 1997, the Province of Ontario passed the Development Charges Act, 1997 which authorizes municipalities to pass bylaws for the recovery of costs incurred to provide services to new residential and non-residential development.  These services include but are not limited to general government, library board, indoor recreation, parks development and facilities, transit, public works yard and fleet, roads, police services, fire protection,sanitary sewer and water distribution.
